Enclosure 11th Deptor. 1908.

the subsidy I herewith enclose.
3. I have received from the Acting Gov-
ernor of the Straits Settlements a copy of the despatch
which he has addressed to you under date of the 28th.ulti -
mo, and I agree in his view that the United Kingdom should
be charged 2/3rds.. instead of the cost of each section.
I also endorse Sir J.A.Swottenham's
of letters es the
by
objection to the selection the Imperial Post Office
criterion of value of the Mail Ser-
vice.
The 2nd. enclosure in my despatch
No.36 of 10th.ultimo shows the enormous excess in news-
papers etc., received from over the number sent to the
United Kingdom.
I concur in his remarks on E, F, and G of
paragraph 23 or the case of the Imperial Post Office and
in his criticisms on pragraph 24.
4. Finally I must protest most strongly
against the choice of the year 1901 in which to collect
statistics to form a basis upon which the contribution
of this Colony should be assessed. It is certain that the
will not be a normal one.
year
I have the honour to be,
sir,
